Experience Site Users Not Activated for Some Contacts Upon Update

Description: 
We are experiencing an intermittent issue in SCORE Engage where some volunteers are not being automatically activated when their associated Contact records are updated. This issue is inconsistent, affecting only a subset of volunteers, while the majority function as expected.

The team is actively investigating the root cause of this issue and working towards a permanent resolution. In the interim, we are proactively monitoring this issue daily to identify and manually activate affected volunteer contacts as needed until the issue is fully resolved.
