SCORE provides a free, baseline level of social media support for chapters (learn more here). For those chapters seeking to boost their awareness in their community, promote their events, recruit new volunteers and generate new clients, both turn-key and custom paid social media ad campaign options are available through our contractor, Hiper. Additionally, chapters are welcome to run ads outside of what is offered by Hiper through a vendor of their choosing who meets several criteria. (See Chapter Social Media Advertising Policy.)
Optional Turn-Key Social Media Ad Campaigns Via Hiper
Paid campaigns via Hiper are refreshed and optimized monthly and include campaign creative setup, audience targeting, results reported via analytics dashboards, and centralized billing reconciliation. Campaign fees for these optional packages are processed through SCORE centralized accounting and deducted from local marketing budgets.
Optional ad campaign package details, lead times and opt-in processes are shared during the monthly Social Media Webinars open to all volunteers and via email to Social Media Chairs. The opt-in form requires contact names and emails for the Chapter Chair and Treasurer, who are copied on ad campaign confirmation emails.

Chapter-Run Social Media Ad Campaigns
For chapters interested in paid campaigns on social media, the team at SCORE HQ recommends the optional packages available through our contractor, Hiper. Social media advertising / billing / reconciliation can be complicated for even the most seasoned volunteers – often due to no fault of their own but due to the constantly changing and varying interfaces of the platforms. Hiper’s packages are based on years of metrics and working directly with SCORE chapters to create campaigns that meet their goals.
However, chapters are welcome to run ads outside of what is offered by Hiper through a vendor of their choosing. Vendors must meet the following criteria:
- The vendor or contractor must be an established digital marketing agency with at least three (3) years of expert-level experience in running social media advertising campaigns on the platforms your chapter is pursuing.
- The vendor or contractor must process all campaign fees and media spend through quarterly, monthly or campaign-level invoicing. Smaller invoicing increments are not acceptable.
- The vendor or contractor must not be on a federal suspension/debarment list.
- If the contract will exceed $10K in a fiscal year, it must be competitively bid by three comparable vendors or contractors.
- All vendor contract contracts must be submitted to SCORE HQ for signature and approval.
Contracts using unrestricted non-federal funds are not required to satisfy these requirements. However, all contracts must be reasonable and serve SCORE’s mission.
Support will not be provided by SCORE HQ or Hiper for chapter-run social media ad campaigns executed by an outside vendor. For support on chapter-run social media ad campaigns, please see the official platform support centers:
