Purpose of guidelines: All paid work in the Field must be contracted through the approved third-party Staffing Agency. Additionally, avoiding co-employment with a staffing agency is important because it protects both the client company and the staffing agency from unintended legal, financial, and compliance risks.
Chapters may not have directly paid employees.
Co-employment occurs when two or more companies share legal responsibilities with the same employee. In this context, it can happen when SCORE treats agency workers like its own employees, potentially blurring the lines of employer responsibilities.

Further clarification on workshop/webinar assigned duties:
Hosting focuses on the logistics and ownership of the event such as: Setting up Zoom, sending invitations and managing registrations. Opening and closing the session. Introducing speakers, monitoring technical issues and managing time and flow. A host makes sure things run smoothly.
Facilitating is guiding the conversation and engagement (which cannot be provided by a Contractor). This would include leading discussions or interactive segments, encouraging audience participation, keeping the conversation on track, managing group dynamics and ensuring productive dialogue. A facilitator (SCORE volunteer) provides overall SCORE information and keeps people engaged and focused.
Contractors may not serve as volunteers during the same time period as employed by the third-party agency. All Contractors must be designated as such in ENGAGE and must complete their Staffing Agencies Code of Ethics annually.
A Contractor should never be entering session data for mentors or be allowed to manage, have access to, or spend chapter funds. Their job is to assist Chapter or District Leadership, not perform the strategic planning or other leadership functions. Leadership responsibility for administrative and financial oversight remains the responsibility of each District or Chapter Leader.
