Chapters are allowed to employ clerical staff to assist in the day-to-day administration (e.g., staffing the chapter office, maintaining chapter records and processing form 14s) of the chapter affairs. Here are some important things to know about hiring clerical staff:

Any paid clerical support services must be procured through SCORE’s approved national labor service provider when possible. The current provider of clerical administrative service providers is The Panther Group (TPG). Visit the SCORE Support Center at help.score.org for more information on how to procure administrative support.

Chapters cannot engage with a local labor service provider.

Chapters cannot directly have paid employees.

Clerical Administrative Support personnel must review and commit to the Code of Ethics once annually before the end of the fiscal year (September 30).
Other Contracted Support
In addition to, or in lieu of, the clerical administrators, SCORE Chapters may also contract with third party individual professionals to help the chapter manage communications, coordinate events, or perform other specialized tasks.
Chapter support that requires regularly scheduled hours for an indefinite period must be procured through SCORE’s approved national labor service provider (The Panther Group) or a third-party organization/agency.
All other hired chapter support will be considered to be independent contractors. Please see Independent Contractor Requirements for Other Chapter Support Providers for the requirements and qualifications for independent contractors.
